County Right-of-Way is 25-30 ft. from CENTER of County road, or 15 ft. from EDGE of County road.   The County is responsible for maintaining COUNTY roads and right-of-ways.  State Highways, Farm to Market Roads, Interstates, and their right-of-ways fall under the STATE maintenance.  For questions regarding non-county roads, please call Texas Department of Transportation at (903) 645-2519.

The County will INSTALL a culvert on a county road right-of-way free of charge, however, the property owner is responsible for purchasing the culvert.  The State no longer installs private culverts for free on State Highways and Farm to Market Roads, but will do so for a fee.
